My feeling was that the Governor's proposal

would only be justified if it were clear that no

Cadet would ever have a chance of acting as

Treasurer. I do not think that the fact that

it is not certain that a Cadet will always act

when there is a vacancy, is sufficient justifica-

tion for the extension of this exceptional

privilege of Cadet officers.
